Sharif Ramazanovich Baratov, Rector of Bukhara International University, was born on March 22, 1960, in the village of Talicha, Kogon district, Bukhara region, Republic of Uzbekistan. In 1977, he graduated from Secondary School No. 7 in Kogon district, and in 1983, he graduated with honors from Bukhara State Pedagogical University and was hired as a teacher at the Department of Psychology of the same University.

From 1985 to 1987, he was a researcher at the University of General and Pedagogical Psychology in Moscow. From 1987 to 1990, he studied at the graduate school of the same University and defended his candidate's dissertation in 1990. From 1991 to 2021, he worked effectively at Bukhara State University as a teacher, head of the Department of Psychology, dean of the faculty, and vice-rector for scientific work. During this time, he also served as the head of the Bukhara regional branch of the Republican Center for Spirituality and Enlightenment (2002-2006) on the recommendation of the regional governor.
Since 2021, he has been serving as the founder and rector of Bukhara International University.
