In accordance with the decision of the Presidium of the Higher Attestation Commission dated December 27, 2025, documents related to the activities of scientific councils awarding academic degrees and the scientific seminars under them are being sent according to the appendix.

Decision of the Chairman
To ensure implementation of the decision of the Presidium of the Higher Attestation Commission dated December 27, 2025 No. 379/2, in accordance with regulatory legal documents on the attestation of highly qualified scientific and scientific-pedagogical personnel, including the Regulation “On the Scientific Council Awarding Academic Degrees”, based on the appeal submitted by Bukhara International University (December 3, 2025, No. 01/09-2284), agreed with the Ministry of Higher Education, Science and Innovations of the Republic of Uzbekistan, and the recommendation of the HAC expert council dated December 20, 2025 No. 12:
In accordance with the decision of the Presidium of the HAC dated December 27, 2025 No. 379/2, take the following into account:
The activity of Scientific Council No. PhD.03/04.01.2025.P.190.01 at Bukhara International University was terminated from December 31, 2025, and the council was re-registered as No. PhD.03/2025.27.12.P.43.01;
Taking into account the cases reviewed by the terminated Scientific Council No. PhD.03/04.01.2025.P.190.01, Scientific Council No. PhD.03/2025.27.12.P.43.01 awarding the Doctor of Philosophy (PhD) degree in psychological sciences began operating from January 2026 on the basis of succession.
Approve the 15-member composition of Scientific Council No. PhD.03/2025.27.12.P.43.01 according to the appendix.
Permit Scientific Council No. PhD.03/2025.27.12.P.43.01 to conduct dissertation defenses in the following specialties:
19.00.05 - Social Psychology. Ethnopsychology
19.00.06 - Age and Pedagogical Psychology. Developmental Psychology
Permit the creation of one-time scientific councils on the basis of Scientific Council No. PhD.03/2025.27.12.P.43.01 for dissertation defenses in pedagogical sciences according to the relevant field of science.
Scientific Council No. PhD.03/2025.27.12.P.43.01 shall organize its activities in accordance with the requirements of regulatory legal documents on the attestation of highly qualified scientific and scientific-pedagogical personnel.
Scientific Council No. PhD.03/2025.27.12.P.43.01 and the institution shall consider members’ Hirsch index (h-index), publications in Q1 and Q2 journals, gender equality, and involvement of foreign scholars when updating the council composition, and shall ensure that every change is entered into the “scientific council composition” section of the “Ilmiy darajalar” complex analytical information system within 2 working days.
The leadership of Bukhara State University shall create conditions for organizing the activities of Scientific Council No. PhD.03/2025.27.12.P.43.01 based on the regulations and supervise its activities.
